FY 2027 vs FY 2026, 2-bedroom. HUD will not let an area's FMR fall more than 10% in a year (24 CFR 888.113(b)), so several areas sit exactly at that floor. Big jumps often follow a change in HUD's survey data or method rather than a one-year market swing.

Why landlords read this page

With a voucher tenant, the housing agency pays its share of the rent to you directly each month, and for many families that share is most of the rent. How much it can pay is tied to these numbers. If you own a rental or are about to buy one, the FMR for your unit size and ZIP tells you roughly where a voucher-backed rent will land, and lenders who qualify loans on rent will look at the same unit through their own appraisal.

Every figure here comes from HUD’s published files, with the effective date shown next to it. This site is run by Janover Capital LLC, a commercial mortgage brokerage. It is not HUD, a housing agency or a government site, and it has no say in what any agency pays. For an agency’s actual payment standard, ask that agency; the data page explains what each number is and where it came from.

Short answers

What is the fair market rent?

HUD's estimate of the 40th percentile gross rent, meaning rent plus utilities, that recent movers paid for a standard-quality unit in an area. HUD publishes it each year by metro area and nonmetro county, and by ZIP code as the Small Area FMR. Housing agencies use it to set Section 8 voucher payment standards.

How much will Section 8 pay for a 2-bedroom?

The agency's payment standard for a 2-bedroom, which is usually 90% to 110% of the FMR, minus what the tenant pays, which is generally 30% of adjusted monthly income. If the gross rent is below the payment standard, the voucher pays the gross rent minus the tenant's share. Your asking rent must also pass the agency's rent reasonableness check.

Is the fair market rent the rent I can charge?

No. It is a 40th percentile figure that includes utilities, so a well-kept unit in a good location may rent above it on the open market, and a voucher tenant's rent is capped by the payment standard and rent reasonableness, not by the FMR itself.

Can I refuse to rent to a tenant with a Section 8 voucher?

In many states and cities, no. Many ban discrimination based on source of income, which includes vouchers. The federal Fair Housing Act protects other classes. Check your state and city law, and see HUD's fair housing pages, before you advertise or screen.
